Safety obligations of ICAO Member States in relation to surveillance of foreign operators and adherence to the Chicago Convention

ICAO promptly responded to Russia’s illegal decision not to return civil aircraft to lessors. By letter from 18th of March 2022 Ref.: AN 3/1.1-22/41 ICAO Secretary General Mr. Juan Carlos Salazar addressed to ICAO member states to take immediate steps to ensure adherence with provisions in the Chicago Convention and its Annexes.
